Health and safety must become a top priority. To improve health and safety in the construction sector, participants in the Safety in Construction Governance Code (Governance Code Veiligheid in de Bouw) have agreed that a certain level of health and safety must be mandatory in tenders and contracts. This has been summarised in the Safety in Tendering Document ( Veiligheid in Aanbestedingen (ViA)). The Safety Culture Ladder is used as an instrument to promote ViA in the construction sector.
